Why is the announcement not open to my hiring eligibility?

I meet the qualifications for the position, how am I not eligible?

I am a veteran. How was another applicant selected for the position?
Veterans’ preference and special hiring authorities, including the 30% or more disabled veteran authority, do not guarantee selection for a position. While eligible veterans may receive preference in the hiring process or may be considered under a specific hiring authority, selecting officials are not required to choose a particular candidate unless filling a position through a specific non-competitive authority.
Selections are based on multiple factors, including eligibility, qualifications, assessment results, category rating or rule of many procedures, and the needs of the agency. Being eligible under the 30% or more disabled veteran authority may provide an additional pathway for consideration, but it does not automatically result in selection.
